The building of the Municipality of Varna is built in 1981 and designed as a party headquarter in which to accommodate the city and district committees of the Communist Party and Komsomol.
The plastic volume of the building has a monumental impact. The composition is clear. Achieved a balance between the main body tallest volume and secondary volumes. Suggestion is reinforced by plastic shaped architectural concrete walls and windows of aluminum and thermo glass. White concrete is used in the interior, combined with marble and other materials. In conspicuous places in the interior panels are painted with monumental painting by artist Vanko Ouroumov, hanging from colorful ceramics and tapestry by artist Stoil Stoimenov.
In 1995 on the left side of the central entrance of the Municipality is placed a monument of Icarus – a symbol of freedom and human spirit rise. This is a work of a local sculptor – Alyosha Kafedjiiski.
